So you have two phone lines and you use one to dial up from your computer and one to dial in with your Lanier to listen.

I have a dial up backup on my computer in case my cable is down and I don't have any difficulty at all. When I dial up, that connection takes over. I can dial up when my cable IS working and it doesn't make any difference. If I am on dialup, I can't access my cable email unless I log into their website and do it that way instead of with outlook express, but other than that, everything works.

If you are getting "page not found" it sounds like you have dialed up but have not gotten a good connection or the connection has timed out. My MIL in Florida has this problem all the time...it shows she is connected, yet nothing will work so she has to dial up over and over until she gets a connection. If that is what is going on with you, you should call your dialup provider and see what's going on. Let me know if that's the problem or if it's something else. Your browser should work just fine on dialup, albeit slow.
