I am originally from Conneaut, Ohio and have a niece by the name of Tracy Lynn Picard who gave birth to a female baby approximately 4-5 years ago. I am trying to locate her and have been unable to find online birth records and information. I am accutely aware of HIPPA regulations but hope that you would be able to point me in the right direction if you are unable to give me specific information.Tracy was born in August 1972 in Conneaut, Ohio to Robert and Deborah Todd (killed in an automobile accident in 1990) Picard.
