minutes of dictation

Does anybody know what is a good average number of minutes of dictation an MT can do in an hour? I have been working in-house and they count the dictation by the minute. I've never heard of it before (always worked by the line before). They have us typing a MINIMUM of 17 minutes of dictation per hour, which seems a bit high to sustain for an entire 8-hour day. I was kind of thinking 10 minutes an hour seemed average... I would just like to see what other MTs think about this.
