0.03cpl during initial QA period

Anyone ever heard of getting 0.03 cpl during full QA period. Recruiter says for approximately the first 10 days on full QA or until reach 98.5% accuracy, doing about 45 minutes of transcription a day. I have never heard of anything like this, has anyone else.
