Coming from an independent medical billing background, I fully understand the consequences of offshore outsourcing, however, many health care providers do not -- they just want to save money. I do not believe these providers truly understand what they are risking for themselves with regards to privacy regulations and the risks they are taking without their patients' knowledge or consent. The terrible issues that stem from offshore outsourcing of private health information are enormous.
