With the station off, hit *99 for programming mode, then hit 1.
The bottom (second) line of the display will begin with a two digit number. If (as I suspect) it has a 10 or 11, the station thinks it's set up for dictation. Change this to 20, then press enter, then # to exit programming mode. I'm a Lanier FSE, so I know of what I speak... :)
