The toll free numbers don't work, but the long distance number does.

When dialing the toll free numbers, it acts like I'm a doctor dialing in to dictate. When I dial the long distance number, it connects me perfectly. Does it sound to you like this is a problem on the hospital end? Seems like the toll free lines are for dictating, but yet others claim the toll free numbers work for them. I have tried absolutely everything from having my phone line tested, trying line noise filters, changing the configuration in the Lanier, etc... and nothing seems to work for me. Any help would be greatly appreciated.
