Alright, here is the deal. The line count is 65 characters. That is every letter, every period, comma, semi-colon, etc. All characters. The line count is black and white characters and white characters is the space bar. On the headers, the letters that are inside the are counted but the actual four characters that makes the system recognize this as a header are not counted. Have been over this until I was blue in the face and finally was able to come up with the correct line count. Hope this helps you. Easier to count when on DOS but on DEP cannot make the count yourself so easy. I did it the hard way and went word for word and line for line on a short report and came up with what they were showing in my statistics for that report.
